Fractional AWS & data engineering

Reports that refresh themselves. Pipelines someone actually owns.

I turn spreadsheets, SharePoint lists, emailed reports, and ERP exports into a governed SQL model and Power BI reports that leadership opens on Monday without asking anyone to rebuild the numbers. Fixed prices, weekly demos, built on AWS.

Packages

Three ways to work together, priced up front

Every package has a fixed scope and a fixed price. If your situation does not fit one of these, the scoping call is where we find out, and it costs nothing.

Package 01

Reporting Pipeline Sprint

One source system in. A governed SQL model and Power BI reports that refresh themselves out.

From $12,000fixed price
4 to 6 weeks · quoted exactly after a 30-minute scoping call

What you get

  • Serverless ingestion on AWS Lambda and EventBridge, scheduled and logged
  • A governed SQL model with validation rules that catch bad records before they load
  • Up to five Power BI report pages with scheduled refresh
  • A runbook written so your team can run it without me
  • 30 days of fixes after acceptance

Scope that keeps the price fixed

  • One source system, up to 10 tables, up to 5 report pages
  • You provide access to the source and a Power BI workspace

You walk away with: a reporting process nobody rebuilds by hand, exceptions your team reviews instead of whole files, and documentation that survives staff turnover.

Best for finance and operations teams at small government contractors, state and county offices, and growing companies with reporting sprawl.

Package 02

AI Coding-Agent Setup

You bought the seats. Two weeks later the agent is configured for your actual repo, with guardrails, and your developers know how to use it.

$5,500fixed price
2 weeks · one repo, up to 20 developers · smaller teams from $3,500

What you get

  • Project instruction files that teach the agent your conventions
  • Tool and integration wiring for your stack
  • Test and CI guardrails so agent-written code cannot merge untested
  • Secrets hygiene and cost controls with usage visibility
  • Half-day hands-on workshop in your codebase, not slides
  • One-page internal playbook and 30 days of async Q&A

Add-ons

  • Second repository: $1,500
  • Monthly office hours afterward: $750 per month

You walk away with: consistent agent output across the team, a CI pipeline that blocks the bad merges, and a bill you can explain.

Best for dev shops and internal IT or data teams of 5 to 20 developers using tools such as Claude Code, Cursor, GitHub Copilot, or Codex.

Package 03

Fractional Data & Cloud Engineer

A senior AWS, Python, and SQL engineer who owns your data stack for a fixed monthly fee. No recruiting, no benefits, no six-month ramp.

From $4,500per month
12 hours ($4,500) or 25 hours ($7,500) per month · quarterly commitment

What you get

  • A block of senior hours each month on your priorities: pipeline fixes, new sources, SQL and Power BI changes, AWS housekeeping
  • Business-day response when something breaks
  • A monthly health report: what ran, what failed, what changed, what is next
  • One point of contact who knows your stack

How it starts

  • After a Reporting Pipeline Sprint, the day after acceptance
  • On an existing stack, after a two-week audit (below)

You walk away with: a data stack that keeps working month after month, without a hire you cannot justify yet.

Best for companies and small government contractors with one business-critical reporting or data stack and nobody to own it.

Not sure where to start?

Data Pipeline & Reporting Audit

Two weeks inside your existing stack. You get a written findings report, a prioritized fix list, and a fixed quote for whatever comes next, whether or not you continue with me.

How it works

A fixed price only works when the process is boring

No hourly meter, no surprise invoices, no twelve-week silence. Here is the whole engagement.

Scoping call

Thirty minutes. You show me the source system and the report people wish they had. I ask what breaks today.

Fixed quote

Within two business days: scope, price, timeline, and what I need from you, on one page. 50% to start, 50% on acceptance.

Weekly working software

Every week you see the pipeline running against real data. Changes are cheap early and I would rather hear them early.

Handover and 30 days

Runbook, acceptance, and a month of fixes. Then your team runs it, or the retainer picks it up.

Work shipped

Systems that are running in production today

Client details are anonymized. The patterns are the same ones I will use on your project.

ERP conversionValidation rulesGovernment

Treasury data conversion with automated checks

ERP data conversion and validation for a government treasury department. Automated rules catch bad records before they load, so staff review exceptions instead of whole files.

LambdaEventBridgePostgreSQLPower BI

Cash-flow pipeline from emailed reports

Outlook to Python to PostgreSQL to Power BI, scheduled on Lambda and EventBridge, for the same department. Emailed reports became a queryable dataset that refreshes itself.

SharePointSQLUSAspending

Grant and procurement tracking

SharePoint-to-SQL pipelines, federal award matching against USAspending data, and procurement-bid monitoring for grant and contract tracking.

Next.jsPostgreSQLMunicipal

Vigil Build municipal platform

A bilingual municipal services platform for Puerto Rico towns: citizen portal, online forms with e-signature, workflow routing, and work orders. Designed and built solo.

How I work

Three rules that keep projects on budget

Working software every week

You never wait a month to find out it is wrong. The pipeline runs against your real data by week two.

Scope caps, written down

Tables, pages, and sources are counted in the quote. Extra scope is a new line item, agreed before it happens.

A runbook, not a dependency

Everything I build comes with instructions your team can follow. Keeping me around is a choice, not a requirement.

About

Matthew Richcreek

By day I am the Software Engineer and AWS Lead at a 30-person government contractor in Puerto Rico, where I own the production AWS environment end to end and ship the data pipelines behind its Power BI reporting. I am self-taught, fast, and not precious about tools.

I came to engineering from sales management, which is why every package on this page has a price on it. I scope in business terms, tell you what something costs before I build it, and I would rather lose a project in the scoping call than surprise you in week four.

Questions

The things people ask on the first call

Do you work hourly?

No. Packages are fixed price with written scope, and the retainer is a fixed monthly fee for a block of hours. Hourly billing rewards slow work, and neither of us wants that.

What do you need from us to start?

Read access to the source system, a Power BI workspace (or whichever reporting tool you already license), and one person on your side who can answer questions within a day. That is usually it.

We are not on AWS. Does that matter?

I build the pipeline in AWS by default, in your account or mine. If you are standardized on another cloud, say so on the scoping call. Some work moves cleanly; some does not, and I will tell you which.

What happens if we need more than the scope?

Extra sources, tables, or report pages get quoted as a line item before I build them. Larger changes become a second sprint. Nothing gets added to the invoice without a yes from you first.

Where are you, and when are you available?

Añasco, Puerto Rico, on US East Coast hours. Meetings are video calls. I work with clients anywhere in the United States.

Who actually does the work?

I do. There is no bench and no hand-off to a junior. You get the person who scoped the project, which is also why I take on a small number of clients at a time.

Let's talk

Tell me what you are rebuilding by hand every week.

A 30-minute call is enough to know whether one of the packages fits. If it does not, I will say so and point you somewhere useful.

  1. 1Email me or message me on LinkedIn with one line about the report or system that hurts.
  2. 2We book a 30-minute scoping call. Bring a screenshot of the report and whoever owns it.
  3. 3Within two business days you have a fixed quote on one page. No obligation.

Start the conversation

I reply within one business day.

Prefer to send details first? Include the source system, roughly how many tables or reports, and the date you need it by.
